Sec.Isidro S. Lapeňa meets KIT personnel
TESDA Director General, Secretary Lapeńa talks before the TESDA IX officials, KIT personnel and guests during his first visit to KIT on March 22, 2019.
Technical Education and Skills Development Authority (TESDA) Director General, Secretary Isidro S. Lapeňa greatly inspired the KIT personnel and students on March 22, 2019 as he made his first visit to the school.
The Secretary was joined by other Key officials from TESDA Central Office in the persons of Gladys F. Rosales, the Deputy Director General of ODDG-TESD Operations and Ma. Magdalena P. Butad, Dir. IV, Financial Management Service.
The group was met at the Pagadian City airport by the RO IX personnel headed by Regional Director Vincent Atienza Cifra with the assistance of PD Alan T.Bacatan of TESDA Zamboanga del Norte, PD Lorenzo Emanuel L.Guillermo of TESDA Zamboanga del Sur and OIC- PD Marilou B. Olayan of TESDA Zamboanga Sibugay. While in Pagadian City the Secretary, his party visited the Provincial Office of Zamboanga del Sur, the PTC, The Regional Office and the propose Regional Center in Balintawak, Pagadian City. From there, the group was convoyed to Kabasalan Institute of Technology (KIT). Arriving at around 11:30 a.m. Sec.Lapeňa, his party was welcomed joyously by the KIT personnel and students.
Shortly after, the luncheon executive meeting of officials and employees of TESDA IX & KIT followed. RD Vincent A. Cifra in his introduction to DG. Lapeńa said that Lapeňa’s 34yrs of honest, inspiring, competent, public service has earned him the trust and confidence of our beloved president. He is the alter ego of President Duterte himself in the provision of the skills training to our people, to assist them from enrollment to employment.
Lapena , in his message , greeted the members of his party and the officials of KIT headed by the Vocational School Administrator III Greta D. Sabroso , Ed.D . He also recognized the new name of the school the Zamboanga Sibugay Polytechnic Institute of Technology. (ZSPI).
Lapeňa stated that his purpose of coming is to see the actual situation of his men in the field, since according to him, the reports submitted to him, is different from what he has seen in the real scenarios. Lapena, vows to improve the TESDA buildings and facilities.
Another purpose of his visit is to talk to the officers of men and women in the different schools of region IX. He wants to know the things the men or women would want to relate to him personally which he is willing to attend to it.
In his remarks, Lapeńa laid down his priority as TESDA chief to name them: Policy directions of TESDA in his time ,’’ Policy directorship ‘’ of which , the direction clearly emphasized Skills Training that ends up in job or employment for livelihood that addresses poverty in our society.
TESDA he said, is the agency that continues to prioritize and implement scholarship programs for the poor, indigenous people (IPs), people with disabilities (PWD), rebel returnees, and victims of armed-conflicts. The provision of the Skills trainings is one way of urging the rebels to rejoin the mainstream society by putting down their arms and learn a livelihood instead.
Lapeńa said, poverty is among the root causes of insurgency."Itong problema ng communist insurgency ay iyong poverty, ang number one na root cause niyan ay of course poverty, illiteracy… nandiyan iyong ating injustice, nandiyan iyong corruption, nandiyan iyong mga problema diyan eh’’.
Furthermore, he emphasized that TESDA should lay an initiative that provides the rebels better livelihood opportunities. The important role of TESDA in poverty reduction was made clear in his message and added that skills training needs to end into employment.
Lapeňa asked the KIT administration of some common problems it may encounter like lack of personnel, policy on promotions, and hiring. He also cited that TESDA has about 531 vacant plantilla positions nationwide.
When it comes to promotion, The TESDA chief revealed that he puts more weight on seniority in the service and when it comes to hiring, those applicants who are already working in the agency as JOs will be prioritized.
Before, the group departed for Zamboanga City, Sec.Lapeňa and his party made a big tour around the school campus to see the school facilities by himself. He was impressed to see the clean environment and said, ‘’ You are organized in your school’’.
